This Policy Brief for Task Force 4 (Refuelling Growth: Clean Energy and Green Transitions) for the G20 Summit in India in 2023 examines the role of plurilateral climate cooperation for supporting industrial decarbonisation. Two proposals are used as the basis for the analysis: the G7 proposal for a climate club, and the proposal from Indian stakeholders for a Global Climate Alliance (GCA). The Policy Brief discusses the role of the G20 in identifying sectoral foci, goals for sectoral cooperation, and avenues for cooperation between the Global North and the Global South, and concludes with recommendations for the G20.
